Northern Trust papers forecast £60m deficit and warn of service risks

October board documents distinguish a worsening financial forecast from additional savings proposals; delivery and service effects remain uncertain.

Northern Trust board papers set out a forecast £60 million deficit for 2026/27 and warn that further staffing savings could reduce some services. These are October documents, not a new financial announcement on 3 November.

The September finance report, included in the published pack for the 22 October meeting, puts the forecast £23.5m above the £36.5m planning position. It attributes the deterioration to £3m in energy pressures, £2.7m for high-cost drugs, £5.8m from demographic and placement growth, and £12m of anticipated savings slippage.

The report records a £30.3m year-to-date deficit at September. That is distinct from the £60m full-year forecast. It says no route to break-even had been identified on the assumptions then available; the forecast remained subject to review.

A separate savings paper proposes two more schemes worth £2.163m: a £750,000 review of intermediate-care expenditure and £1.413m through further flexible-staffing reductions or vacancy controls.

The first covers community hospital provision, residential placements and occasional bed use. The second envisages a further 10% reduction in overtime, additional hours and bank spending, or additional controls on appointments.

The paper says the department’s Strategic Planning and Performance Group and the minister had approved the schemes. It asks the Trust Board to approve implementation; that request alone does not establish the board’s subsequent decision.

It warns of possible service reductions and a high risk that savings will not be delivered in full. Its rounded figures put planned savings at £52.16m against a £53.8m target, leaving £1.64m without an identified plan.

The documents do not establish today’s financial position or which patients have experienced service changes. The published pack contains earlier minutes, so a confirmed October board decision and subsequent delivery remain matters for follow-up.
