Curriculum 2028: what changes next after more than 4,300 responses
A final framework is expected in January, with teachers invited to further discussions before a phased rollout planned from September 2028.
Northern Ireland's proposed school curriculum will undergo further work before its final framework is published, following more than 4,300 consultation submissions. The Department of Education expects the finished framework in January 2027, together with more detail on how it will be introduced.
The proposals cover Foundation Stage through to Key Stage 3. The department's consultation page describes a phased introduction from September 2028, following legislative approval. Publication of the consultation findings is therefore a step towards reform, rather than an immediate change to what every classroom must teach.
The draft sets out subject content in more detail and describes how learning should build from one stage to the next. The department says its aim is to give pupils a shared educational entitlement, with capabilities developed through subject knowledge.
Education Minister Paul Givan says responses support the broad direction but identify issues with content, progression and implementation that need further refinement. That is the department's account of the feedback; support for the overall ambition does not mean every proposed element has been settled.
The next stage includes dedicated teacher focus groups. The department says it has written to every school inviting teachers to take part, with classroom experience intended to inform both the final framework and its introduction.
For families and school staff trying to understand the proposals, the published documents serve different purposes. An overview explains the rationale and structure; individual subject frameworks describe proposed teaching content and the sequence of learning; a separate capabilities document sets out the wider qualities children are intended to develop.
The general consultation ran from 16 June to 30 September and is now closed. The newly announced focus groups are a further engagement stage, rather than a reopening of that public response period.
The January publication should provide the next opportunity to examine the final content alongside implementation arrangements. Until then, the September 2028 date is the stated phased-rollout plan, subject to the approval process.
